Constantly stay 40% faster! Use vine, 2 sec boost, use crippling throw, 2 sec boost - shorten vine by 4 seconds, use vine (will have been fully refreshed by the time the 2 seconds of boost from crippling throw are up), wait 0.4 seconds to use crippling throw again and just repeat this cycle. In doing so, you will always be 40% faster (in combat) except for that 0.4 second cooldown on crippling throw!
