This loadout is situational, it only works if you already have a better point tank in your team, like Inara or Barick.
I find this to be the most fun way to play ruckus, and you end up having more mobility then most champions, with the advantage of being really beafy(lots of health).
I first started moving towards a mouvement Ruckus, as I get really frustrated when I see a ruckus in a game that moves around like a sitting duck.
Honestly, this isn't the most viable way to play as Ruckus, but it often takes the ennemy team by suprise, when they see Ruckus taking flank routes.
