Im not an expert but I can tell from my experience with Buck that this deck is awesome.
Buck is not a damage champion but with this deck I always end up with more damage dealt than the damage champions in my team.
Again, I don't know if this build is the best bit it has been working very well for me.
At the start of the game I always buy these items:
Eliminations - You'll get plenty of kills flanking so getting that health back makes unecessary always using Buck Ability to get baço health.
Fast Reload - Faster the reload faster the shooting.
The other items depends on the map and the enemies.
Some maps I'll get Agility maxed up, if I get a Skye or Strix I buy the Iluminating one
It is always around those, you can go for Cauterize too.
