As mentioned in the standard OTM Ranked Deck, this is the Killing Frost version of Soar reset decks. While this removes the benefit of a shorter Blink cooldown, it adds the benefit of more movement speed during Soar and more ammo generated by Soar, which are usually more important (to me) than a 1 second shorter Blink cooldown when playing OTM/Snow Globe.
This deck also adds the benefit of having a last-second ammo regen in Ice Block which can save your ass in many situations.
For Strix, replace Biting Cold with Keep Moving.
