With this setup you are taking full advantage of the specific way that the legendary card "Faustian Bargain" operates. Mainly you will be exploiting the fact that if you do not use your rune of travel there will not be a cool down. This means that you can have a rune of travel up 100% of the time. Evanescent can be used to directly exploit this fact meaning that you will have an additional 40% movement speed 100% of the time making your normal speed just a little bit slower than a running Viktor. We then try to keep up the number of usable overcharge as much as possible to take advantage of the speedy assassination play style that Evanescent creates which is why we maxed out reclamation. Lastly we have primeval might, guts, and perseverance which are used to increase survivability during these high speed assassination attempts lending to 18% life steal and 18% reduced damage when below 40% health.
