This build is made for getting frequent and consistent mobility through the upgraded whirl and with the the help of cool down reduction cards for whirl through billow.
This build is unlike builds which rely on the cool down reduction and is in my opinion better especially in comp and against some champions.
This build makes the billow useful and buffs the whirl giving u decent mobility.
By using the billow to re-position for your whirl, you can cover good ground especially in small to medium sized maps.
