Vora, Vora, Vora... Excells nowhere but is a true Jack of All Trades. I would like to offer a proper guide (about Obliteration's invincibility frames, ult usage with its speed+DR) but you will find this online, check out AndrewChicken.

As for this build, it largely differs from his, focused on healing (her passive is plenty enough and... CAUTERIZE) and CD reduction.
Vora has innate survivability, healing. But stacking more, with cards, comes at the cost of being useless when cauterize builds up.
So what's better than healing? Cool down réduction (partly)? Damage reduction? YES.
Damage Reduction is always better than PVs and healing as it doesn't turn bad mid game and have benefits like reducing ennemies life rip, avoiding ennemies ult farm and let your healer heal you full quicker. Among other...

I find this talent more usefull if the ennemy comp have large pool of health, like any 2 tanks + 1 healer + 1 off healer. Or any 2 tanks comp actually. Don't forget that your siphon cripples (hi, Raum/Yagorath etc...) and that you get charges over Ying's Illusions, any shield, turrets etc.

So, how to play this?
The goal here is to, as always, snipe out to get some charges and dive carefully using high thrown tendrils and its momentum to get out of your impact point and move freely over the map, taking int and preparing yourself to bleed your target.
Healers are the priority if they are alone, then damages, flanks and tanks. With this talent, you want to siphon the sh** out of tanks too, standing in their face with your 30% CD reduction and farming charges over their shield. Do it preferably after you killed their healer.

Chronos, your best item (more DR being second) actually teaches you how much you can do with 1 tendril, because here, you'll only get one.
Being reliant of a CD that doesnt change makes you more aware of the possibilities.

/!\ Another version of it would be to max the DR as in my other deck, putting 20% DR for 2s after tendril over any low card.
5 siphon DR/4 health/4 tendril DR/1 tendril shield/1s CD if you miss siphon.
But having only one charge, and as the siphon DR is bigger and longer... max it preferably (i don't even know if my words are proper english).

I don't personnaly need Siphon CD reduction as you will need, in any case, at least 3s to get to full charges anyway. In a real scenario, you'll always have siphon back by the time you maxed the charges so...

Don't forget to buy haven as it stacks, with diminished returns (max DR from siphon + max Haven = 43% Dr for 3s, then 21% indefinitely).

With any talent, I always tend to put 200HPs in Vora's decks as it's her best card for any situation.
You can of course lesser the DR to put Tendril CD reduction but as i said, changing valors can mess with your "mental timings".

Abuse DR, siphon in their face, use tendril to get Intel sometimes, use it to run away after a good tendril-less flank and don't forget that your role, other than diving, and especially with this talent, is to be an absolute spammer.

For other items, after 2 Chronos and Haven (sorry, i dont know the name of it's new counterpart in english), some agility (which, like for BK, is used while in the air), oc resi if there's any cripple/CC and reju or Vetetan (i prefer reju if i'm being pocketted by Jenos or Corvus... and in general).
Don't forget that you can bypass Seris's ult (and many more) just by using Obliterate.
