Guide

This build centers around the appropriate use of the Dredge Anchor. Do not waste your anchor pulling tanks towards you unless you're 100% certain that you can kill that tank with your first shot.

Use your Dredge Anchor to hook in support and flank heroes then blast them with your 65% bonus damage cannon shot. A lot of heroes can be 2-hit eliminated in this way. If there are no support targets alive you can use Dredge Anchor to pull harassers away from your own supports. You probably won't kill them, but you can at least draw them away and make yourself known as a serious threat.

If you get low on health, alternate between Shell Spin and Shell Shield depending on the placement of the enemy. An interesting combination is to use Shell Spin to knock enemies off the point then use Shell Shield to hold position while your allies either revive or get into a good place to support you.

Upgrade Path:
Rejuvenation III - always get this first unless your healer is absolutely terrible (in which case, Life Steal III)
Morale Boost II or Chronos II - If the enemy has a Willo or Cauterizes well, go for Morale Boost
Haven II or Blast Shields II - Duh
Reload Speed I - Makoa's greatest weakness is reloading speed, even one upgrade sunk into this shows results
-Maximize everything else you chose, then get Reload Speed III last

Alternatives:
Tidal Grace I for Ebb and Flow I - best used if the enemy has a lot of anti-shield heroes
Sprint Tide I for Barrier Reef I - sacrifices escape potential for staying potential
