So as my title is broken down you have the second tendril for bonus movement, you are reducing your cooldowns, and increasing your healing you do,
The main thing with vora, as she isn't the burstiest thing, is you want sustain and access to your abilities faster. With the second tendril you get the reduction of your obliteration and Dark Siphon back much faster just for moving around the map. The second tendril makes it much easier to chase down people running from you as well or even to get above to have the high ground.
This deck synergizes well since hitting an enemy with dark siphon give you tendril back faster and using tendril gets obliterate and dark siphon back faster. The reduction of tendril I feel is a must since it is on a long cd. Sharpened resolve is there for bonus healing. At rank 2 its an extra 100 at max stacks of darkness. IF you wanted to put more points into sharpened resolve know that for every point you put in that nets you bonus 50 healing at max stacks of darkness.
