Play it like Tracer from Overwatch, frequently blinking around while you squeeze out bullets.
Adrenaline Junkie is for quickly replenishing your energy. Instead of reloading, Shadow Step with the Surprise! card to constantly keep yourself full; I find level 3 running low on ammo a little too early, so level 4 is my sweet spot. The 300 heal from Tenacious will be improved to 400 with Trigger Happy by keeping the guns firing while you press Shadow Step. Something To Prove is for periodic bonuses to energy so you can also use extra Steps for emergency exits mid-fight. Memento is the most useful level 1 card left, as CC is the only way to keep Koga from constantly Shadow Stepping around.
Never switch to claws so you can enjoy the most energy meter and always have a quick escape ready against ults and CC moves. Get right close to your target and dash through them, turning your camera before you get out of it, and resuming firing right away on a usually immobile and panicked enemy. Repeat ad infinitum.
I like to level Cauterize first, as healing back while you're dashing around can unfortunately undo your steady damage. Life Rip over Kill to Heal as Koga lacks a big damage spike tool other than consistent headshots. Resilience comes into play a lot, and Morale is always much appreciated for when you get surrounded.
